About the Guest
Sy Alli is the Director of Business Development for Washington D.C. based Collis & Associates Inc.  He was most recently a security executive for The Limited Brands Inc, based in Columbus, OH.  Mr. Alli has 30 years of professional experience in the security industry.  His experience includes 10 years as a United States Air Force Security Specialist and 20 years in the private security and investigative fields. 

In the private sector, Mr. Alli has served as both a Security Consultant and Security Manager for several International Companies.  Mr. Alli has provided Personal Protection to over twenty Fortune 500 CEO’s. He has also provided Diplomatic Protection Services for individuals such as former U.S. Vice President Al Gore, Former U.S. Attorney General William Barr, Former British Prime Minister John Major, Former Russian President Mikhail Gorbachev, South Africa’s Arch Bishop Desmond Tutu and several Saudi Royal Family members.

Mr. Alli served as Chief Criminal Investigator from 1991-1998, in the District of Columbia's Superior and Federal Court.  Mr. Alli has also served as Security Advisor for multiple high profile events.  These events include The 2006 World Bank/IMF meetings in Washington D.C., the 2008 Beijing Summer Olympics and the Victoria’s Secret Fashion Show.  Mr. Alli has also performed Threat/Risk Assessments in South Africa, Mexico, Brazil, China and India on behalf of many corporations.

While stationed in West Germany, Mr. Alli participated in numerous VIP Protection details for visiting dignitaries.  In 1985, Mr. Alli was selected for the protection detail for Former President Ronald Reagan’s visit to Bitburg, Germany.  He was one of few Air Force members selected to train with the elite counter-terrorism unit, Germany's GSG-9.  Mr. Alli maintained a top-secret security clearance.

Upon leaving the Air Force active duty status, he was decorated with the USAF Achievement Medal and the Meritorious Service Award.  Mr. Alli was a proud member of the D.C Air National Guard Security Forces Squadron.  9-11’s terrorist attack on America prompted the military activation of Mr. Alli.  He served as a proud member of Operation Noble Eagle.  With this most recent service, Mr. Alli was awarded the National Defense Medal and Air Force Commendation Medals for outstanding service.

Mr. Alli has an Associates Degree in Criminal Justice from The Air Force Community College. He is an Honors Graduate of 17th Air Force Noncommissioned Officer Leadership School, in Wiesbaden Germany. He has served as a Board member of Pittsburgh, ASIS International (ASIS). Mr. Alli is also a member of The State Department’s Overseas Security Advisory Council (OSAC).

Mr. Alli currently serves as Senior Security Advisor for the Utica Shale project in Eastern Ohio. He is also the author on an upcoming book entitled “The Smokejumper.”

About the Host
Lieutenant Raymond E. Foster was a sworn member of the Los Angeles Police Department for 24 years.  He retired in 2003 at the rank of Lieutenant.  He holds a bachelor’s from the Union Institute and University in Criminal Justice Management and a Master’s Degree in Public Financial Management from California State University, Fullerton; and, has completed his doctoral course work. Raymond E. Foster has been a part-time lecturer at California State University, Fullerton and Fresno; and is currently a Criminal Justice Department chair, faculty advisor and lecturer with the Union Institute and University.  He has experience teaching upper division courses in law enforcement, public policy, law enforcement technology and leadership.  Raymond is an experienced author who has published numerous articles in a wide range of venues including magazines such as Government Technology, Mobile Government, Airborne Law Enforcement Magazine, and Police One.  He has appeared on the History Channel and radio programs in the United States and Europe as subject matter expert in technological applications in law enforcement.
